This is a stupid law. An ISP would need to install hardware with deep packet inspection in the path that would allow them to 1) see what traffic is coming from a web site categorized as "offensive" content, 2) hope such traffic is tagged appropriately for the hardware to pick it up, and 3) be able to block it based on that content category.

Not plausible if only a single state wants this done, imo.

Enterprise and carrier-grade routers and switches can allow/block traffic based on layer 4 attributes (tcp/udp port numbers), but you'd need a high level of layer 7 visibility to do this.
