I think the quote for that in BoBW was 18 months, but that's always seemed a little ambitious to me. 18 months after BoBW would be mid season 5, and in the mean time Riker had a few hits on his record (the events of The Game, and The Outcast at least). but, it's tv. the reasons in universe are always going to just have to be enough to justify the real world reasons. --- Boom!
