This rule seems better than the old one, I've come to the conclusion that the problem is not so much the rule as replay itself. In the absence of concrete physical rules (like "if the ball breaks the plane, it's a touchdown"), any and all things that require interpretation (like "control") will be analyzed and scrutinized down to the frame in ways that will make controversial things that no human could ever judge in real time. You see this in other sports, too.

A return to the "irrefutable evidence" standard for overturning calls would help. Set a time limit on reviews, and if the ref hasn't seen clear reason to overturn a call by the time it's up, the ruling stands.
