they can call out pussies that are hiding in corners and get them exposed on every other player's radar as a "lost little lamb" or something gimmicky like that.

Why would anyone waste their time looking for people being passive by hiding in a corner? Save them for last. Take out the real competition/threats, then go for the lambs.

That'd be one tactic, however I'd also make it so lambs provide a proper bonus to the first person that kills them such as a multiplier. Thing is, I wouldn't tell the lamb they're a lamb. They'll have zero idea they are exposed to everybody else.

One thing that accumulates over time though are kill points and cinematic points. Kill points are as they appear, stuff you get from killing others and are typically for hasty or efficient sorts. No nonsense types. Cinematic points are more difficult to accumulate because they require a much more sinister sort of person. If you pose a dead body by, say, hanging them by a rope so that most other players can see what you did then you get cinematic points. If you fuck with someone's head and stalk them before ending them, you get cinematic points (think of how Michael Myers has the obsession mechanic from Dead by Daylight). That sort of stuff.

The difference is, kill points is just general 'currency' you can use to unlock cosmetic stuff or act as ways to get access to better traits or perks. Cinematic points, however, puts your character on feature films to be watched on the main Rockstar site. You're on proud display, a real slash star. A leaderboard without being called a leaderboard.
