Yes but the popularity didn't explode until the Playstation 1 due to the high quality and brand reputation of the SNES games. But DQIII/IV were just as well-received as the SNES FF/DQ games bar FF6 - Dragon Quest III in particular is infamous for the literal hundreds of truancy arrests its launch on the Famicom caused in Japan. Publications such as Nintendo Power & the general critical reception for FF4/FF6 obviously helped FF7 with its commercial/critical success, but I'd still strongly disagree with the SNES games causing the JRPG boom.
