I don't believe any person, no matter how virtuous, is perfect by that definition. I don't think its attainable.

That was the whole point, that righteousness cannot be attained by keeping the law because our sinful nature makes it impossible for us to keep the law.

Romans 3:20 - Therefore no one will be declared righteous in God's sight by the works of the law; rather, through the law we become conscious of our sin.

And that's why God provided the righteousness that comes through Christ, who lived the perfect life on our behalf and died for our sins.

Romans 3:21-24 - But now apart from the law the righteousness of God has been made known, to which the Law and the Prophets testify.

This righteousness is given through faith in Jesus Christ to all who believe.
