I believe the publishers don't think the market will support a new Spyro or Crash Bandicoot or whatever game, so they sort of test the waters with these remasters, and if the remasters do well, then maybe they'll consider making a new game. It's safer and probably cheaper to release a remake or remaster than to fund an entirely new project.
