Committed, long-term romantic love is stronger than familial love. You choose who to romance; you don't choose your family. Maybe your family members are obnoxious or toxic or just not people who you get along with. But you would (hopefully) filter those out when looking for a romantic partner.

But there are also a lot of short-term/fling romances that are a lot weaker than family bonds, so if you're counting those as "love" then the average goes way down.
