Dragon Balls are as powerful as who created them.
Kami talks about the early Earth balls.
The Namek balls are more powerful and might be able to bring back somebody that been dead longer.
And then Dende recreated the Dragon Balls, which were stronger than the early Earth balls.
And then we got the planetsize balls that restored a whole planet, filled with life, in a whole different universe. That planet must have been destroyed for a long time by then.
And even if it wouldnt work, we got time machines and alternative timelines where dead people can be picked up from before they died if we really want to bring back people.
As for why...
...Goku got no reason to do it. Just look at what kind of father he is. He got absolutely no reason in trying to bring back his father because;
(A) he dont care about family ties, and
(B) if he want to revive somebody that he can train it, he would pick the strongest Saiyan, which to his knowledge is the legendary first SSJGod.
Bardock? Who is that? My father? Was he as strong as the first SSJGod? No? Then I dont care.
Vegeta... his pride gets in his way. He would see his father as a weakling and be ashamed that Goku is still stronger than himself.
