Well, I think TFA was "traditional" Star Wars, while TLJ tries to tell a more small-scale, personal story but isn't sure how to do it.

I mean, I'm pretty damn sure the Rebellion IS just a few dozen people by the end, and that the First Order has lost not only their planet-killer weapon, but also their supreme leader, their capital (Snoke's ship is considered their capital, IIRC), and many of their largest ships - to the extent that the final army they send down to wipe out the Rebellion on the salt planet looks really small and pathetic.

And despite that, they're still trying to tell a "fate of the galaxy" story even though the rest of the galaxy doesn't seem to give a shit - which is also quite at odds with the First Order actually destroying the Galactic Senate in TFA. In terms of actual plot points and overall themes, it's just kind of a mess between the two movies.
