The park is a public park and therefore any of the rules can be enforced via police officers as they are also a public service. But I do agree the lady was acting like a lunatic with nothing better to do with her life. It's funny the cop basically just did the "move along" thing. So why in your opinion did the cop not do anything? What was their motivation for not siding with the lunatic?
