You don't start a game of chess and change it to checkers because you lost. If it's based on the Popular Vote, the candidates would campaign differently, like targeting large states and completely ignore the small states. Trump would have targeted New York and California more and not waste his time on the small states. It's Hillary Clinton fault for not focusing on the swing states.
