The fact that Batman didnt care about their problems is telling.

The only thing Batman realistically cares about is Gotham.

Everything he does is a means to an end to protect Gotham.

Which is strange, considering how much of a shithole Gotham remains years after Batman started "protecting" it.

That's kinda the point, his own existence causes criminal elements to form, sorta a paradox

Well, if he would finally man up and kill the Joker, that might serve as an actual deterrent.

It's not that Batman, a vigilante that technically works outside the law refusing to kill the Joker that doesn't make sense, it's that the state refuses to execute Joker every time Batman turns him in regardless of how many people The Joker has killed each and it being clearly established that Joker will always escape confinement that makes no sense.

Saying DC villains get a pass on execution because they are "insane" is a weak throwaway line to justify recycling them to the end of time.

It's even worse when you consider that execution is not a completely taboo concept in the DC universe, as it happens, just not to the super villains.
