Neither of these options makes sense. What happened was that Microsoft wanted a system seller in Japan so they struck a deal with Namco: Microsoft pays for the localization to get a year of exclusivity in Japan and permanent rights in the West. So don't expect to get this one over here, guys. The community manager that said that came out like half a week later and said she was wrong/didn't actually have official information on it, so that's probably not true.
