That said, the idea of a limited-window Xbox 360 exclusivity deal does make sense, since it answers the following questions:
1. Why was a Japanese-made game released exclusively on Xbox with a PS3 version not announced until a year later? Microsoft wanted one to boost their profile in Japan.
2. Why was the Vesperia localization by far the highest quality in the series? There was more money involved. Money that Bamco would never allocate. They were so lazy they wanted someone else to take care of the localization.
3. Why was Bamco so stingy about not doing the localization of the PS3 version for years? Their hands were tied. Legally. They couldn't do it.
4. Why did the PS3 version add so much? The Xbox 360 version was rushed and incomplete because Microsoft wanted the exclusive sooner. The 360 was never meant to get Vesperia.

These questions aren't answered with the "Namco was just lazy" idea.

Well, yeah, I never disagreed that there was a short-term deal. Just that a long-term, west only localization deal doesn't make sense. Since... Microsoft primarily wanted Vesperia on 360 to raise its profile in Japan. ...But then Vesperia also ended up coming out on PS3 in Japan. So what would they have to gain by having some long-term "No localization!" exclusivity when their primary reason was Japan and that didn't last very long?

The more likely idea is that it was a short exclusive window and then when it ran up Namco had already moved on/was too lazy to localize the PS3 version, not that they couldn't.
