yes, thats its purpose. its to prevent one city or state from overrepresenting the voting population. in essence if you have 100 people, and 50 live in one city, and the other 50 are scattered across 5 other cities, this makes it so the one big city can't completely dominate and dictate the voting process. though for being a bigger city, it would get a bigger percentage of the vote, but not so big that overwhelms everyone else.

The point is that it DOESN'T dominate. It has proportional representation. Small states ALREADY get disproportionate representation in the Senate, and in having State governors and State legislatures. You're not supposed to overdo it with the Presidency as well.

AND NO, your fucking history sucks. The electoral college exists because America was still a small and weak nation and they wanted to recruit more territories. So they implemented the system in order to give disproportionate representation to new areas. Back in the day, there was no good reason to join the US without the US giving you a sweetheart deal.

This is no longer the case. America is no longer expanding, and now it's states wanting the join the US, rather than the US wanting to recruit extra states.
