In what sense is the taking a cab weird for a 12 year old? The only thing I can think is because they're pricy but maybe their parents gave them money.
As far as just being out though at 12 I'd take Bart (kinda like a subway), trains, busses etc around.
When my younger cousin started high school he was 13 and I set up Uber with my credit card on his phone and told him that if he was ever at a party and got drunk not to drive and not to get into the car with someone who'd been drinking and to call an Uber if he was too scared to call his parents.
Kids being out may not be super common but it's definitely not unheard of.
