With hair, it's not so much one being recessive as much as that if your hair has both red and black pigments, it just looks black. Just like if you took red ink and colored over it with black, it would just look black.

For example east Asians generally have red in their hair but it also has dark black so you can't see it. But if they bleach it, it will turn reddish orange. They have to bleach a lot to get it to blonde.
