If he was going to serve as a reluctant hero, he would have saved Finn & Rose alongside BB8. As for the FO, they have no real use for him. They just paid him and sent him on his way. Plus it's worth noting that what's-her-face from the first movie only appeared as a hologram, so it's not like every bigger character introduced serves a large purpose in these films ---
