I disagree with English being the second language of France specifically (not sure if you mean that in a legal sense or not).

Plus theoretically speaking, those 1 billion people could all be living in India, where English is a second language due to its colonial past

While the distribution probably isn't so one-sided in actuality, I believe that the number "1 billion" includes large numbers of peoplr from former British colonies and fewer numbers of people from "other" countries.
