i wasn't sure exactly how our record stacked up so i googled it;

"England have had three penalty shootouts at World Cups 1990, 1998 and 2006 and have lost all three of them. Whilst other countries (nine in total) also have 0% success rates in World Cup shootouts, none have taken part in three and lost them all. Spain and Italy have also lost three World Cup shootouts, but they have won one each as well, giving them a 25% success rate. Unsurprisingly, Germany are the most successful team in World Cup penalty shootouts, winning all four of those they have contested."
