Agreed if they refuse to cooperate with us we should crush them. Unless there's concrete evidence that North Korea definitely intends to launch (or is in the actual process of launching) a nuke at the United States, a pre-emptive strike would be illegal under international law. Merely saying, "Hey, they could possibly nuke us at some point," isn't good enough.
