I'd say it's safe to assume that Claire is being written out after Luke Cage, Nightclub owner becoming a thing, which is a Shame because Rosario Dawson is easy on the eyes, and it looks like they're setting up Nightshade as the S3 villain since I'd have to imagine the bitch is salty about the whole Harlem's Paradise being left to Luke thing.
Probably couldn't afford her. Granted, she'll probably cameo towards the end of the season to help Luke realize the error of his ways or after he's made his realization. Also, if Tilda becoming the season's big bad would seem a little weird, given that she didn't like her mom's criminal ties and killed her because of the shit she did. Granted, they could develop her into that although... eh. Mariah stayed out of it because she was worried about ramifications, whereas Tilda had an issue with the morality of it all. Plus it's not like you don't already have other crime bosses, etc, to contend with, as well as Luke's internal battles.
Except for the fact that Tilda shows up at Harlem's Paradise in her full Nightshade costume from the comics at the end of the finale. Double afro puffs, deep plunge neckline green dress and all. It *might* be an homage to the source material, but with Misty running around with her Rand Corp bionic arm too, I'd say they're running out of snake themed villains for Luke to deal with and are moving on with other options. ---
