Bullying is not good, but the motivator is. If you remove the motivator you're fucked but if you don't then bullying persists.

Given that bullying can have any number of motivations, it's impossible to say that the motivation is good unless you're saying that every single motivation for it is good -- including petty reasons like the bully just wanting to feel better about themselves or being jealous. And, again, in the case of collectivist societies, it's used to force cultural homogeny which, while good for maintaining culture, can be terrible for moving a society forward.
