And if he weren't meant to be there, I'm pretty sure Q would've pulled them out of the situation Picard, Sisko, Kirk, and Archer would have been smart enough to rig a timer on the bomb. Sisko and Picard are both different types of captain IMO. If you want an ambassador, you want Picard.
