People don't understand that he was meant to be a little flawed to show the progression from modern man to Picard, which I think they actually handled really well. He was an asshole and kind of ruthless but saw the need to work past it. Also, it wasn't like they just said one day, "Hey, we should start a group of allies and call it The Federation." There was a natural progression that was often pushed by his mistakes.
