Regular and heavy each have different p-logs, so you can filter them and see which one fits your resources the best. As for earning gems, it seems so, but it's slow going. I've gotten enough to open a fifth echelon with a few leftover. (You can get gems as the sharing bonus, log-in bonus, clearing maps with gold medals, a few other quests, etc. Some of these methods are one-time-only, though.) As for increasing star ratings, I heard someone talk about that.
