Grandpa Joe is secretly Willy Wonka. The guy who works at the factory is just his underling pretending to be him so that everyone doesn't direct their hate at Grandpa Joe. He's really rich (which is how he affords his tobacco while everyone else starves) and is eating healthy while everyone else is asleep. He doesn't want his family to get any of his money, but realizes he's dying and has to hand off the candy shop to Charlie because everyone else would NEVER keep Oompa Loompa Slaves, and thus cut into profits significantly. So he sets up a fake contest to hand it off to Charlie while keeping it a secret so everyone doesn't hate Charlie like they hated him. Everything else is just PR so Charlie can continue enslaving Oompa Loompa's and destroying jobs without people hating him. Grandpa Joe finally figured out how to make it all work.
