It kind of is, because you will almost certainly have irrational people who show up and get angry about it. Some people lack the critical thinking skills necessary to put together why they can't go in the store if there are other customers in the store. Yes, it will lead to a very rare individual getting super upset. But it's either that or deal with the possibility of a trickle of customers keeping your business open well past closing time. Some places might be fine with that, but others don't want to deal with the overtime or are operating off of pre-determined company policies and have no discretion in the matter.
