The guy they are fighting is a fusion of two gods effectively(the oototsuki clan are the progenitor of the sharingan/rinnegan and byakugan. They travel dimensions harvesting chakra fruit from World Trees) The kage got punked because good as they are the only people who can keep up with such absurd power aside from naruto and sasuke is a person who opened all eight gates. Like this guy is a several tiers above Pain. The power levels here are....quite vast. Why was he being outmaneuvered by a little kid then? Is Boruto kage level? Nah but he is a prodigy. Chuunin Level but Shadow clones and vanishing rasengan let him hit a bit above his weight class. Also Boruto had his rasengan super charged with Narutos Chakra and had help from Sasuke. Imagine if Naruto without nine tailed fox was juking Itachi with shadow clones, substitution, and rasengan after Itachi just whooped Kakashi and other jonin's butts. Now multiply that by 1000. That's how stupid that was. How does Boruto have kage+ level speed? How does that guy who has super eyes getting tricked by a little genin? How is Boruto's baby rasengan enough to even hurt the guy in the first place if he's so strong? Because a fast moving object that you made no effort to block or defend against is going to do SOMETHNG. Naruto power levels aren't like dragon ball. Being stronger doesnt make you auto superman vs everything weaker usually. Without some kind of technique, armor or block if something hits it hurts usually. Even the absolute strongest character in the series is vulnerable to a good punch. He is strong and it was a relatively weak rasengan so it just knocked him over and left a mark but it still did something. He didnt block because he thought it merely dissipated. But it just vanished from sight. Also Boruto was getting owned. He was totally outmatched and only won because he used clones to distract and had Sasukes help. His shadow clones were getting offed(in ways that wouldve been fatal to his real body) In seconds. He won just like Naruto did to best stronger opponents. Teamwork, abusing shadow clones, and the transformation technique for misdirection and multidirectional attacks. And even than it was only with Narutos chakra he had the strength to kill Momoshiki. If Boruto was on his own he maybe wouldve lasted five seconds.
