It's more "fear" in the sense that most often fear is derived from a lack of understanding.

In a more literal sense it more means a lack of empathy, compassion for another human because they happen to have been born in one of those situations, a lack of acceptance that these are just people trying to find the same happiness your looking for as well.

Although it can sometimes go to describe outright hate or prejudice as well. As far as no longer seeing them as humans who are also entitled to happiness.

It totally is an outdated word, should be something more akin to hate or wanting people to not have rights. I'm not sure what would be an acceptable word for that.
