Does that qualify for a "this is america" race-baiting bullshit headline or nah? No one is a thief while in the store. Even if you see someone pocket something, you can't accuse them of anything until they take it outside without paying (where the loss prevention team will be waiting). The person could just pull the item out and pay it before leaving. Except the dude was running away having taken a gun and ammo.
