They thought the have-nots would "be highly motivated to win" while the haves would "take it easy with their cushy life." Uh, hello? You can't motivate yourself that well if you don't have enough energy to do it. So yeah, that bottle was created as a way to send Moto to Tribal in hopes that it would cause fractures to appear in that tribe.
