I'd say it probably coincided with the writers running out of ideas, getting tired, and ceasing to give a shit (not necessarily in that order).

Which is also the same reason for decreases in quality in later seasons for Family Guy, The Simpsons, Futurama, South Park, and pretty much every other show that runs for more than a handful of seasons.

It also doesn't help that Seth MacFarlane has clearly moved on to caring about other projects and is mostly just doing the old stuff more out of obligation and a desire to keep the money coming in, rather than because he's actually passionate in it in any way (which, again, is similar to any number of other creators who went on to do new things while their old stuff was still going, like Matt Groening giving up on The Simpsons to work on Futurama, or Joss Whedon basically abandoning Buffy and Angel when he got the idea for Firefly).
