It is indeed a pretty wishy washy stance on Sultan. I haven't really made up my mind about him yet, just throwing thoughts at a wall to see if it helps on him.

I obviously think only scum knows for sure if there were or weren't extra kills, since that's literally true. My point is that if we have two bodyguards, a jailkeep and a jack with a doc save, it makes it more likely that scum would have an extra kill. Since we don't know if they do or not, it makes it a bit harder to figure out if Sultan is legit. And I'm not sure at all there haven't been any blocked kills, that's kind of the point. If there had been two kills each night we'd be more likely to buy the protection as all legit to balance it out, but with one per night we don't actually know if that's all scum has or not.
