If you live in a neighborhood with high school taxes, chances are, the school there would be better (or at least have more resources to be better) than other neighborhood with lower school taxes.

The question:
Is it fair to segregate "school district" as such?

What about the NYC school model, where everyone gets access to decent school, but if you qualify and pass standardized exams (like an SAT), you can enter gated schools, such as Stuyvesant, where they have much better resources?
