No, Suikoden IV is the worst.

Tactics has the worst story, but the game play is superb. I like it even better than the obviously similar FF Tactics game play (but since FFT has a class system, it has a much deeper build/optimization system).
IV on the other hand is the 2nd worst story in the main Suikoden series (after Tactics), and also the worst game play.

I'd argue that the gameplay in Tactics is mediocre at best, and there are far better games with that style of play (you've already mentioned FFT, but there are others). I'd also argue that the gameplay in Suikoden IV is much better than you're implying.

But in terms of setting/characters/plot/overarching connections to the franchise, Tactics is worse in pretty much every possible way than IV. And IV is admittedly pretty bad. But Tactics is terrible.

Even if Tactics had the best gameplay ever for that genre, it wouldn't really matter if I hate everything else about the game so much that I have zero interest in completing chapters to see where the story is going. It feels completely pointless, in ways that series like Front Mission or Ogre Tactics don't.

I never went back and played Suikoden IV again after the first time, but in spite of finding it mostly meh I never had trouble finishing it. With Tactics, I've never been motivated to finish it even once.

I'd even rank Tactics behind Suikoden Tierkreis, and Tierkreis is also mostly shit.
