I think the article said less partners, though, right? They can still have the same amount of reckless unprotected sex. It will just be with less people... It is less partners, because let's be straight here, poor, irresponsible people who are bored and don't have anything better to do, and aren't thinking about the responsibilities involved with raising children, have a lot of unprotected sex and a lot of children as a result. Maybe. But not always. Lots of people now have birth control(Like the arm implant of shot) these days which could help lower the chances of children. You also assuming that the ones who aren't as smart are also less responsible. Which may not always be true. Sometimes, the smart ones don't act as responsible because they think they know everything there is to know. Especially if they have an ego. But it still comes down to the individual.
