It was meant to be used to determine work disincentive effects. Someone else, years later, used administrative data sets to tie health care utilization to program participants in order to see how their access to health care services compared to non-participants. However, this method doesn't allow you to track the costs of the services, which are not siloed in the same database. It might be possible in theory to do that, but it would be even harder than the retroactive matching of two or more different administrative data sets Sephiroth1288 posted...
