Number of cortical neurons is not a direct correlate with intelligence. That's certainly not objective evidence. Most intelligence researchers studying animal (or comparative intelligence) use behavioral tasks. If that measure was true humans would be far dumber than pilot whales. Or if we go by raw neurons instead an elephant. It's a pretty silly measure to use for intelligence. There are actually better correlations based on brain-to-body mass ratio that help compensate for the fact that large things like elephants and whales aren't actually as smart as their brain size suggests, and small things like a house cat can actually be fairly clever.

With all that said based on behavioral data you could subjectively conclude dogs are more intelligent.
