Because he's talking about FLOORING carpeting... not a rug you lay on the floor
carpeting = wall to wall covering
rug = a mat you put down to make ur home fancy/keep furniture from damaging the floor
You're not getting my point. I understand your terminology, but I don't understand your reasoning.
I googled how does that stuff look and there's plenty of that stuff where I live, it's just that it's not fixed to the floor. And it never moves around. So if it won't move around, I don't get the point of fixing it to the floor. Really impractical.
You really don't know why they'd fix carpet to the floor in a room where it covers the entire floor? ---
