There are definitely some potential newcomers that Richter has the power to beat, but Guile isn't one of them. I think meme wins it for Guile. Guile > Aqua. This pretty much mirrors my thoughts exactly. Part of me thinks "but Guile is kinda a nobody to people who haven't lived through the 90's" but then I remember it's GameFAQs so who cares.
