You don't, but you do have to be reasonably intelligent to be able to skim them and understand the key points in a timely fashion. That article really isn't that long, nor is it overly repetitive, but it does include some background to contextualize the news, which can be filtered out if you know how to read efficiently.

That doesn't really reinforce any point you're trying to make. Almost anything can be paraphrased to that degree if you take out all of the supporting details. Full articles exist to provide a complete story; it's almost always true (with decent writing) that you can understand the main points just from reading the headline and the first paragraph or two, and this is no exception.
