And what is ordinary? Because when the option to shave legs was offered, all the exceptionally hairy legged women would have shaved (to avoid a masculine characteristic). Having done that, the moderately over-hairy women would be exceptionally hairy in the population and so would shave. As hair became less prevalent, the upper threshold would drop.

Note: Gillette didn't tell women what was acceptable and they just took it as fact, they offered a product to deal with a factor previously not challenged. It's like with make-up; Once the means to hide flaws appeared, people latched on to it, prior to it people accepted the unchangeable.
