If she didn't think that, then calling the police would be out of malice to "get this kid and his mom." It would also mean that she knew it was the kid's backpack that touched her butt. On her call to the police, she tells them there are surveillance cameras and that they need to check them. If she knew it was the backpack and knew about the cameras, then she would be setting herself up.
It is possible she did it out of malice. When the police check the surveillance cameras and find out it was his backpack, she could easily say she thought it was his hand, still. It is also possible she was just trying to instigate something. But I have no idea if she actually believed it or not. It seems weird for her to really think that was what was going on... But, IDK...

I'm not so sure. I think her calling the cops and insisting they view the footage that she knows won't show what she's claiming would put an end to the drama she's trying to start pretty quickly.
She didnt even actually call the cops. Those kids were crying and freaking out and she was just holding up her phone pretending to have the conversation to scare them. ---
