Basically, my local town justifies it by saying if grass and weeds grow too high they promote insects and can cause other problems, so mowing is pretty much mandatory, and there's a fine for letting grass grow beyond a certain height (I think 3 inches?). Generally, if they notice your grass is too high, they send you a warning and give you 10 days or so to mow it. My grass grows crazy fast, too.
