I agree that it would be good to open up the review process - some publishers are doing this - but ultimately the discrimination between real and hoax should happen elsewhere in the pipeline, imo. Yeah, I mean, this is typically the editor's job. But in this case, you have someone either not doing their job and just sending things straight out for peer review.
