Why is it acceptable to tell an attached woman you're interested in her?

-In western society, she has the agency to decline propositions from someone interested in her (the right to say "no")
-it's not entirely unacceptable for women to also admit interest in attached men. This is also commonly demonstrated in media (ie: movies of romantic conflict)

I suppose a more genuine question is why you would be surprised that is the case considering it's a trend that has been going on for centuries and is still fairly common in modern human societies.
