I've been replaying heart gold and what if the reason like rocket grunts have zubats and shit is cus they don't like become friends with their Pokemon

And yours evolve cus, in game, your character is supposed to be like a prodigy who's friends with all Pokemon

And some trainers have like level 29 charizards or something in the game cus their bonds better

Why don't they make variable evolution levels based on the relationship, like that return move. If it's bad they evolve later, good sooner, neutral at the normal levels
