Because Board 8 has an inordinate level of control over the bracket, since the nomination form was linked here long before it showed up on the front page. There was a big rally for Neptune here and apparently it paid off. I feel like Allen decided to humor our efforts by putting everyone we successfully rallied in against the toughest opponents of the opposing seed.

Neptune gets an 8-seed? She's up against a semifinalist from the last contest.
Metal Sonic gets a 5? ...well, okay, there are a lot of strong 12-seeds, but The Boss has a history of pulling seeding upsets.
Monokuma gets a 9? Yeah he's gotta face a veteran midcarder from another of B8's favorite games.
Godot and K. Rool get 11's? Nope, sorry, they don't get the soft 6-seeds, they get a Final Fantasy semi-lead and Commander Shepard.

...speaking of which, what's our line on Shep? S/he made Round 3 last time and had the misfortune of getting stuck in the Link/Draven battle, but his/her CBVIII number is pretty good, too (albeit obviously inflated due to the fact that Shep's loss was to Snake's sprite round opponent.)
